- In a large mixing bowl, combine the ground beef, minced garlic, grated ginger, soy sauce, chili paste, sesame oil, chopped scallions, cornstarch, and a pinch of salt and pepper. Mix thoroughly until well incorporated and let sit for about 10 minutes.
- Take one dumpling wrapper and place a spoonful of the beef filling in the center. Wet the edges with water and fold the wrapper over the filling, pressing edges together tightly. Repeat until all filling is used.
- Heat a skillet over medium-high heat with enough vegetable oil to coat the bottom. Once shimmering, place the dumplings in the skillet in a single layer and fry for about 2-3 minutes on each side until golden brown.
