Baking and Assembling
- Preheat your oven to 350°F (175°C). Prepare the chocolate cupcake mix according to the instructions on the package, combining the mix with the necessary eggs, vegetable oil, and water. Pour the batter into lined cupcake tins, filling each cup about two-thirds full. Bake for 18-22 minutes, or until a toothpick inserted into the center comes out clean. Allow the cupcakes to cool completely on a wire rack.
- While the cupcakes cool, whip up your chocolate fudge frosting. If using store-bought frosting, give it a good stir to make it fluffy. If making from scratch, blend together softened butter, cocoa powder, powdered sugar, and milk until smooth and creamy. Set aside at room temperature.
- Once the cupcakes are cooled, take an Oreo or round cookie and place it upside down on each cupcake. Spread chocolate fudge frosting underneath to secure the cookie hat.
- Gently press candy corn or chosen colorful candies into the top of the upside-down cookie to create the point of the witch hat. Mix and match different candies for creativity!
- Arrange the cupcakes on a festive platter for sharing at Halloween parties or family gatherings.

Notes
Allow cupcakes to cool completely before frosting. Work swiftly when assembling to ensure frosting doesn't set before placing the cookies.
